Weird Keyboard Functions

I am having trouble with a new laptop... the quotation character acts strangely.
To have a quote mark come up I need to type the shift combo plus another button afterwards. The quote won't appear until after I've typed the following letter, at which point both the quote plus the letter appear at the same time (instead of the quote when I press that button then the following letter alone when I press it).
The exception is when the following letter is a vowel, then accents like ä ë ï ö ü appear instead of "a "e "i "o "u

I looked at the Regional & Language settings in Win XP (MCE if it matters) and it was set to US International, which shouldn't be wrong but I changed it to plain US but that didn't solve it.

Any ideas? This happens in MSN, search function in WinAmp, and Firefox (like writing this post) but not in Notepad.

Nevermind... after a reboot the new settings from Control Panel > Regional & Lang took affect.
