Question Software Engineering

I currently know the basics in Java (after taking a one year class on it), but I really want to get into designing actual programs. I also want to aid in open-source development of some windows applications.

I know I have much to learn before I take part in this, but I need to know where to start. Should I learn C++? Is that the common coding language used today for Windows Applications?

Internet resources, books, and advice will be greatly appreciated.
