learning to program C++ problem 1

After doing a lot a researching my failed programs, I keep running into the same problem. I don't think I know my compiler as well as I thought. I'm using the devcpp and just kept downloading .lib files to add to the mix. Can anyone point me to a descriptive link for the ins and outs of the devcpp compiler. Since just downlaoding files does not answer the need or use of them.
Thanks.
