dynamic programming

while setting up a web app, i got the idea of making the app easily update able. like if one wanted to add another column to a sql table, all one had to do was literally add the column. without needing to change the parts of the app that access the table, or add new rows to the table.

is this a possible feat, or is it too big of a dream

It is possible (you've basically described a number of CMS programs), but it takes planning otherwise you're just making things more complicated, rather than simpler.

i think i've read that you have used phpmyadmin in the mysql threads. that web app alters tables and controls just about everything you can do with your database.

i'm only using phpmyadmin because it was already installed on the free sub domain i'm using. on the actual domain ill be uploading to, i'm assuming nothing is installed. i only know php is because the last hack uploaded some php pages before we fired him for his low quality of work

Well, I think the point was that phpmyadmin *is* a webapp that alters tables, so it's an example of what you were asking about.
