PHP is an easy to learn language, and will expose you to many aspects of programming, but it can also encourage bad habits because it's designed to be easy for people from very different backgrounds to work with. I'd honestly say a solid understanding of C/C++ gives you the best background for programming, but that doesn't mean that starting with PHP is a bad idea - just realize that you're being coddled to some extent.

i think php is a great starter because of the web aspect. especially if you're already familiar with html, you use php as the tool to generate the html.

for me, learning is much easier when i'm building an app i can really use, and not just an academic exercise. i can think of many more web apps that would really be useful to me than c++ apps and when projects are personal, the curiosity and determination to achieve a goal make the normally dry aspect of 'learning' something almost transparent.

since you've already exposed yourself to html, go for php. it will be refreshing compared to vb.

i self taught myself php first and wrote everything in php in horrible scripts. then i read the majority of a book on c++ and learned object oriented programing design. currently i'm making a website for a company using oop and find it much easier then the ways i used to do things. id suggest learning oop concepts and c++ first.
