PHP Portal Systems (PHPNuke, PostNUKE, etc...)

I have a friend who wants a fairly indepth site created. He doesn't want to spend much money so I am looking at the prebuilt options.

I know of PHPNuke & PostNuke. Are there any others that I should look into?

The main features required are user registeration, the ability for users to upload files to a specific area, forums, and several easily updated HTML pages.

I haven't looked at postnuke in awhile, but I remember phpnuke was a resource behemoth. I'd check into phpWebSite and mambo first.
