maybe a silly question, but do you have the .net framework installed? if you don't know, go to the windows update page on microsoft and see if it is available to update.

what does the program do ? can you give a gobal description ?

what are the differences between your environment and the environments on which it does run ?

did you get the compiled version or the source code ?

is it in vb.net or another version of vb ?
