Can someone help me with this code---->

hi
I am now turning to the experts for help on this. The following code is said to be Base 128. I was told this as I tried Base64 to decode it and it didn't work but was then told to "try 2 X" as a hint, so I concluded it is 128. I cannot find a way to decode this ( I realize I may be way off) , so I am asking for help.

It's not base 128 encrypted, but here is a java program which will provide you with base conversion of upto base256.
