Throttle Downloads on Apache

Is there any way to limit the speed at which people can download things from your server? ( Linux / Apache )

My game server hosts files for downloading too and it's causing the game to lag when people download files.

Take a look here: http://www.snert.com/Software/mod_throttle/

mod_throttle for Apache is decent for this.

You can also look at some minimal packet shaping features in iptables to go against the web server port (80). The iptables approach should work right out of the box if I'm not mistaken, but I haven't tried it myself.
