The first one is a background from e17, the second is actually from www.digitalblasphemy.com and is called 'flourescence'.

Yeah, it's Enlightenment, but version 17; it's in CVS only. Still under development. Works pretty well for all that anyway, but missing alot of the niceties of a 'release' WM.
