Traffic shaping in Linux

When I was living in an apartment with a couple friends, ever so often one of them would leave Kaaza on and absolutely kill the bandwidth as 50 people tried to upload from them. My solution was inelegant, namly unplugging them from the switch. I investigated traffic shapping under Linux, but I was quickly over my head. I didn't know what the various algorithims did, or even how to apply them to my system. While the problem has long since passed, along with me from the apartment, I'm still interested in the subject. I was wondering if anyone had any experience with the subject?

And moffe has some debian packages for it.
He also has a "howto" on using it.. But I'm not sure if it's there or not.. He once told me about it, can't remember where he placed it, I'll look into that when I see him next.
