You might be looking for a tool like Coffeecup image mapper

see my problem is i just took over this website and i need to add links but i dont know the seq of the number is so that i can hard code it so that i can add the links

Like I said, look at tools like Coffeecup image mapper, you don't want to guess the coordinates within the picture which represents the pixels you want to assign a specific action.

ok on to my next question can i convert this from image map to like a css style sheet meaning can open the the image in like paint and clear all the wording out and then use that image and then just a simple li menu list in the code to over lay the image?

Sure you can. Almost everything is possible with CSS (even writing a virus for IE, but that is something i won't teach you)
