CSS can they act like frames?

I was hoping to see if by using css I can set up a page to have a menua bar that scroll up and down with the page and set up another portion of the page to be static no matter how far you might scroll on the nav bar.

In my limited understanding it can't be done, but I'm hoping to be shown that I'm wrong.

Please forgive me if I'm asking something thats clear to everyone else... but I haven't gone to buy a book on CSS as of yet though... but do I need to include the CSS in the page header and the following HTML where I would have the scrolling portion on my page?

Nope, only the style declaration goes in the header, not the html content.

Oops, yeah, I could have worded that better. I need to clarify, the CSS portion goes in the header, and then I put the html bit into the page where I'd like the scrollilng div to be.

At least thats the way I'm imaginging it would work.
