How can I duplicate this effect

I like the sliding nav on this page but I don't know how to do it. Some one told me it was DOM and Javascript but I still can't figure it out. thanks.

It is using Javascrip to reposition a layer. Take a look at the javascript required to produce the effect:

Its not as straightforward as you might expect.

For snooping reasons the page has a 403 error when diving into subdirectories, but if you fiddle with the url, you'll see the effect at the top, when contacting it directly http://www.shauninman.com/plete/
With further more fiddling it is possible to fetch the file in question, which was what jeffro did to figure out which file, altho I'm not sure windows will allow to physicaly retrieve the file directly.. So I've made a mirror of the files let me know if you can't extract a .tgz file.
