Display Foreign Languages

I am trying to code a page in Hebrew. There is lots of English interspersed too. All the hebrew is coming up as ????? How do I get it to display the Hebrew font? I have tried
<meta http-equiv="Content-Type" content="text/html; charset=utf-8, iso-8859-8-i">

along with a lang tag but to avail. Anyone know how to display foreign languages?

Question

Oh no! The problem is worse than I thought. I closed Dreamweaver and reopened and all my hebrew text has turned into ????
How do I get Dreamweaver to recognize the hebrew text??!!

OK, I figured it out. There's a property in Dreamweaver. However Hebrew reads right-to-left as opposed to left-to-right like English. So I have to type everything backwords in Dreamweaver! Is there some way to tell the browser to read it right to left? There must be because there are Hebrew sites out there!

I got it. In case anyone else is wondering you need to add dir="rtl" to the tag
