Question marks and apostrophes

I've got a form in which people frequently cut and paste from Word or WordPerfect documents into a textarea. Recently, I've noticed that apostrophes are being replaced by question marks. It's supposedly due to non-standard characters. I'm not really sure how to handle for it, I don't know what to look for. Any ideas?

is it all apostrophes? or just some?

Mac users may be the culprate. The apostrophe on mac is different.

does that seem like it?

I don't think so, the site is used only by people in a department that has standardized on Windows.

microsoft word and other word processors have a tendency to replace standard apostrophe and quotes with "smart" quotes. that is, tilted to the left at the beginning of the quote and right at the end of the quote. this is a non-standard character, though most users don't see it because internet explorer displays them correctly. you will need to find out what that character is, and do a replacement on it.
