ERROR: Uploading Custom Avatar

Iam trying to upload a custom avatar with 60x60 pixels, 7Kb, with .gif ext. yet I cannot upload it.

Here's the error msg.

Warning: move_uploaded_file():SAFE MODE Restriction in effect. This script whose uid/gid is 1056/1056 is not allowed to access /tmp owned by the uid/guid 0/0 in /usr2/hspere/home/mmilian/codenewbie.com/forum/member.php on line 1137

I tried to upload .jpg but still no luck.. What should I do?

i can't even link to avatars, it always says that it isn't a valid .gif or .jpg img, when it is.

i forgot about that .. someone else mentioned this problem. i need to look into it.

I'm having the problem with a .bmp also at 64x64 pixels 17K.
