Palm Programming

Anyone done any Palm programming? I have a friend who wants me to do some for him. I really don't want something with a major learning curve or major cost. A nice drag and drop RAD would be nice. I checked out some of the suggested enviroments at the Palm developer site and am looking at the PDA Toolbox .
Anybody have any suggestions?
