it depends on how willing you are to learn and how original you want your stuff to be.

i have made electronic music for many years, and i work in the electronic music industry, so here is a few ideas.

one of the easiest ways to get your feet wet is to use Acid. no.. not that kind of acid, .. this kind: http://sonicfoundry.com/products/acidfamily.asp

it's a pretty good program to assemble loops together to make a song. they sell loop libraries, or you can use any loop that is a wav file. sonic foundry makes excellent products for windows because the guys who started it came from m$

acid is cool and all .. quickest way to start creating music, .. but on the other hand it doesn't take much skill other than installing and running the program. it does take a little creativity to get things sounding nice.

the next step beyond this is to actually create the beats and music yourself. there's many drum machines / synths out there, .. but on of my favorite for ease of use, great sounds, and loaded with features is the mc-909 www.mc909.com .. it has lots of sounds built into it and you can sample into it also.

there are less expensive drum machines, but basically you get what you pay for. the best thing for you to do is go to your local 'guitar center' or other major music store and check out the electronic equipment and software they have to offer.
