Can Director MX 2004 be used to create DVDs?

I need to create a DVD/boardgame (really just a boardgame that uses video clips from a DVD each round) and was wondering what program would be best to create the DVD application/program/software portion of the project?

Someone pointed me to Director, but I'm not sure if Director MX 2004 can be used to create the DVD... maybe if I use OnStage (Visible Light : OnStage) or something?

Anyway, the program would have to have interaction with a series(database?) of video clips stored on the DVD and be able to have the user choose a clip based on an ID number (much like scene selection). When the clip is first loaded/played it is shown with only the audio. The audio only play-thru can be repeated a few times, and then the clip is shown with both video and auto. Then the user should be able to choose a new clip ID and the process repeats. That would be the bulk of the program.

All the DVD program needs to be able to do is let a user pick a video clip (much like a user chooses a specific movie scene via Scene Selection menus) and show that video (with both video/audio or just audio). Do you know if that's possible?
