Well here in the States, laws are passed by buying congressmen, who then write up bills that are voted for by yet more bought congressmen. All this money has to come from somewhere, but after legislation is passed a new agency needs to be created to enforce the law and employ several thousand new buearacrats. The net result of this will of course be a tax on the internet for American citizens. Or something like that...
