Get the K&R book for C, I think it's just called "The C Programming Language". I've learned a lot from it, and it covers the whole language concisely. It's worth every penny ($50 last i checked, but look around)

As for compilers, get something based on GCC such as djgpp, MinGW, or cygwin. All of the above are nice and free.

Don't worry about an IDE or anything, you don't need one - an editor with syntax highlighting will do plenty. I'm partial to textpad (www.textpad.com) though some like UltraEdit or FTE.
