Windows' Strange Behaviour!

I'm persistently getting the error messages below. Can anyone help? I am on IE6 - with updates - and I've tried reinstalling Win98SE, nothing has helped nor has System File Checker...... I've has good trouble-free experiences in the past.

often happens when I right-click to rename a folder

often happens just because I right-click on a folder and usually follows on from the SHELL32 error message
The main problem I get kicks off when I sometimes right-click on a folder or hyperlink.
