Problem Booting

I reformatted my harddrive today and had re-installed a fair amount of my programs, I had re-booted many times over. However, I came back and tried to turn it on tonight but it gave me an error message right after bios and all that finished loading "error loading operating system". I tried to use the repair utility that the win2k disk has on it but to do the automatic one you need a boot disk (I don't even have a floppy drive). So then I tried doing it manually (the console method) and I was just going to copy the stuff I wanted to my other harddrive and reformat again, but it always gives me an "access denied" message when I try to manipulate anything outside "D:\WINNT".
Can anyone tell me how I can fix this? I really don't want to lose the stuff I have.

(all the commands give me the "access denied" message, cd,copy,md,etc...)
