They're taking something available for
free on the 'net and
selling it. I don't necessarily think that's the most moral thing to do, but it's pretty damn clever if you ask me. Strictly speaking, if something is 'open source' and / or GPL'd then you can still sell it, you just have to provide the source code (which in the case of a PHP script, is the product and source rolled into one). Usually, the reason they'd sell it in the first place would be because a) they've made improvements to the software or b) they're basically selling support for it.

It makes me wonder if some of the scripts aren't just taken straight off of PHP support sites and packaged for sale...wonder if they even notify the author...
